July 29, 1994-Hamilton county- Seven-year-old Megan Kanka is kidnapped, raped, sodomized, killed, and left in a park by twice convicted sex offender Jesse Timmendequas.

Oct 31 1994- Gov. Whitman signs Megans Law

Jan 3 1995- Megan's Law hits its first snag as Federal Jedge John Bissell temporarily blocks Passaic County authorities from warning schols about moderate risk offender.

Feb 28, 1995- Federal Judge Nicholas Politan rules it is unconstitutional to warn communities about sex offenders who comitted their crimes before megan's law was signed.

July 25, 1995- NJ supreme court rules megan's lat is constitutional in all respects but orders changes in the way it is used. Aug

19-march 1996- The ruling by the state's highest court clears the way for warnings to the community about moderate-and high risk offenders. Roughly 100 go before the federal courts stay all such warnings.

Jan 16, 1996, Federal lawsuit filed oon behalf of all sex offenders who comitted crimes before megan's law challenges its retroactive application. it is put to rest.

March 15 1996-Judge bissell stays all community warnings about offenders who's crimes were before the law.

April 12 1996- Us court of appeals for the third circut rules politan's decision of feb 1995 was premature.

may 17 1996- President clinton signs federal Megan's law requiring all states to provide some sort of notification of dangerous sex offenders or lose federal funds.

July 1 1996- Judge Bissell rules Megan's law may be used to notify communities about sex offenders who committed their crimes before it was passed..dissolves ban on implementation.

July 8, 1996- Federal appeals blocks retroactive application of megan's law until it can hear the case.

Oct 1 1996- Us court of appeals for the 3rd circut hears argument that retroactive application of megan's law is unconstitutional.

May 30 1997-jesse convicted

June 20 1997- Jesse sentenced to death

Aug 20 1997- Us court of appeals for the third circut rules megan's law may be applied retrospectively.but orders changes.

Nov 25, 1997- Lawyers for sex offenders ask us supreme court to take the case.

Dec 8 1997- us supreme court Justice David Souter refuses to extend the stay of megan's law.

Dec 9, 1997- NJ Supreme court issues revised megan's law guidelines

Dec 29, 1997- Attorney General Peter Verniero asks Supreme court not to take the case.

Jan 15 1997- Prosecutors resume notifying communities about medium and high risk sex offenders.

Feb 23, 1998- US supreme court refuses to hear the case..leaving it constitutional.
